Meet Dmytro Yalovoy

Dmytro is a senior data engineer with more than 15 years of experience delivering data migration and lakehouse engineering across government, health and regulated environments. He works hands-on with Azure Databricks, PySpark and Spark SQL, building bronze, silver and gold medallion pipelines and tuning clusters for cost and speed. He has decommissioned legacy SAS reporting platforms and migrated on-premises Oracle workloads to the cloud, managing the full lifecycle from source analysis and ETL design through Azure DevOps CI/CD release, testing and handover.

Dmytro is skilled at translating complex business requirements into pipelines that a support team can run, and takes pride in producing documentation that is clear and easy to follow. He believes strong governance and genuine knowledge transfer are what make technical delivery sustainable, and he brings that mindset to every regulated environment he works in, upholding rigorous change control and compliance standards throughout.

Dmytro works as a Data Migration Lead and Senior Data Engineer, and holds an active NV1 security clearance. He currently owns end-to-end delivery of the Victoria Patient Transport migration program for the Victorian Department of Health. His recent work includes migrating 1.2 TB of claims and customer data with full source-to-target traceability, delivering near-real-time Oracle Financials integration, and reducing post-migration defects by 85 per cent through automated validation and reconciliation.

One of Dmytro's proudest achievements was leading a decade of enterprise transformation at Bupa, spanning health insurance, aged care, dental and visa services. He decommissioned an undocumented legacy SAS platform running regulated compliance reporting, rebuilt its logic in Azure Databricks and designed a reusable ingestion framework that allowed new data feeds to be onboarded without redevelopment. He went on to design a medallion lakehouse processing 1 TB per month, cutting reporting wait times by 60 per cent while mentoring engineers to progress from executing designs to authoring their own.

Throughout his career, Dmytro has delivered data migration, integration and governance work across government departments including the Victorian Department of Health and Victoria Police, as well as regulated organisations such as Bupa and State Trustees. His technical strengths span Azure Databricks, Delta Lake, and PySpark; Oracle PL/SQL and change data capture; Azure Data Factory and Event Hubs; and Databricks Unity Catalog governance, alongside strong stakeholder engagement and mentoring skills.
